Accessible Transit Services

Shoreline Metro provides two specialized, demand-response and accessible transportation services for customers. ADA Paratransit is for customers who because of a disability cannot use an accessible fixed route bus. The Elderly and Disabled Program is for customers living in the Sheboygan urban area and parts of rural Sheboygan County and are over the age of 60 or under the age of 60 with a qualifying disability. Both services are provided by Metro Connection, a division of Shoreline Metro.

ADA Paratransit

In accordance with 49 CFR Parts 27 and 37, ADA Paratransit service is available for individuals unable to use the fixed route public bus system, Shoreline Metro. Service includes origin-to-destination service with assistance from the first door to the vehicle and from the vehicle to the first door. Certification to use this program is required. Eligibility criteria for this program include:

  • An individual with a disability who is unable to board, ride, or disembark from a fully accessible Shoreline Metro bus (4 and under must have a parent or guardian); or
  • An individual with a disability who is able to board, ride, or disembark from a fully accessible Shoreline Metro bus, however, an accessible vehicle is not available on the regular bus system; or
  • An individual who as a specific impairment-related condition, which prevents the individual from getting to or from a boarding or departure location of the regular bus system.

Service Hours: Paratransit service is available from 5:15 a.m. to 8:15 p.m., Monday through Friday and 8:45am to 3:45pm on Saturdays. Trip reservations can be made weekdays from 8:00 a.m. to 3:00 p.m.

Service is provided on Good Friday, Black Friday, Christmas Eve and New Years Eve; however, the offices are closed. Trip reservations must be made an extra day in advance for trips the day after these holidays.

  • Christmas Eve and New Years Eve are reduced service days when falling on a weekday. Service is provided 5:15 a.m. to 5:45 p.m.

Metro Connection does not provide service on New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas Day.

Service Area: The trip origin and destination must be within ¾ of a mile from a fixed route and operate within the Cities of Sheboygan and Sheboygan Falls and the Village of Kohler.

Fare Information: Metro Connection uses “token-less” fare media.  Trips are paid in advance and applied to a customer’s account.  Each time a trip is taken, a trip gets deducted from the account. Customers may apply as little or as much as they want to their account. Agency information is below.

  • Single Regular Trip  | $3.00 per one-way trip
  • Guests | $3.00 per one-way trip
  • Personal Care Attendants | FREE

Personal Care Attendant (PCA) / Guests: If you require a personal care attendant, one will be allowed to travel with you at no cost. Guests may also travel but are required to pay the per-trip fare (some restrictions may apply; must be scheduled at time of reservation). A first and last name of all attendants and guests must be provided at time of reservation.

Visitor Policy: Paratransit service will be provided to ADA eligible visitors. If an individual has been certified as “ADA paratransit eligible” by another public entity, that certification shall be honored for up to 21-days in a 365-day period. If an individual claims ADA paratransit eligibility, they are entitled to presumptive eligibility for up to 21-days in a 365-day period. If service is required beyond 21-days, local certification will be required and an application must be completed.

Certifications: Paratransit-eligible customers may qualify for seasonal (conditional) or life (unconditional) certification based on their individual circumstances. A change of home address and or to a disability will require a review of customer eligibility.

ADA law allows Metro Connection up to 21-days to process an application and make a determination on an individual’s eligibility. Applications submitted using the convenient online form are received and reviewed in a much more timely manner. (49 CFR Part 37, Subpart F)


County Specialized Services

The County Specialized Services for Elderly and Disabled individuals is a transportation option for qualified individuals for medical, nutritional and employment (first priority and may be scheduled up to two (2) months in advance) and social appointments (first come first serve basis and may be scheduled up to three (3) weeks in advance).  A physician’s authorization certification may be required by Metro Connection before service can be provided. Service includes door-to-door service with assistance from the first door to the vehicle and from the vehicle to the first door. Eligibility criteria for this program includes:

  • Individuals over the age of 60-years; or
  • Individuals under 60-years with a qualifying disability (4 and under must have a parent or guardian).

Service Hours: Service is available from 7:30 a.m. to 3:30 p.m., Monday through Friday. Trip reservations can be made weekdays from 8:00 a.m. to 3:00 p.m.

  • Plymouth is serviced on Wednesdays and Fridays from 7:30 a.m. to 3:30 p.m. Service is provided within Plymouth only.

Agency Fares:  Customers that are clients of an agency may have their transportation covered by the agency.  Customers are required to provide agency information as part of the application process to assist Metro Connection with the approval process.  Social service agencies servicing the Sheboygan Area include Nursing Homes, iLife (formerly IRIS), Inclusa, Community Care, My Choice Wisconsin, Department of Vocational Resources (DVR), Veyo (Non-emergency medical transportation provider) as well as others.

  • Single Agency Trip  | $18.75 per one-way trip
  • Guests  | $3.00 per one-way trip
  • Personal Care Attendants | FREE

Agency fares must be coordinated and paid through the Metro Connection office located at 608 S Commerce Street, Sheboygan, WI  53081 or by calling (920) 459-3281, Option 2.

Premium Fares:  Customers may also take advantage of premium services including Same-Day Trip Reservations, Same-Day Trip Changes or Requesting a Second Bus (when customer “no shows” for return trip pick up).  Customers must be certified in one or both services to be eligible. (Agency trips are not eligible for premium service.)
